Pokémon has not published official rarity pull rates for Pokémon TCG: 30th Celebration. The best early English-language evidence is community-tracked opening data. A release-week sample reported by Wargamer recorded 4,063 streamed booster packs and observed roughly 1 Double Rare per 4 packs, 1 Illustration Rare per 5.2 packs, 1 Classic Collection card per 9.8 packs, 1 Special Illustration Rare per 18 packs and 1 Futuristic Rare per 99 packs.

Are these official Pokémon pull rates?
No. Pokémon’s official 30th Celebration information confirms the set structure, including more than 150 cards, 30 Pikachu rare cards, 30 Classic Collection cards, more than 20 illustration rare and special illustration rare cards, and two Futuristic rare cards. It does not publish a rarity-odds table.
The figures above come from a community-tracked sample of 4,063 English booster packs reported by Wargamer. They describe what happened in that sample; they do not guarantee what will happen in your packs.
Why do the rarer-card estimates have more uncertainty?
A large sample can estimate common outcomes reasonably well while still being too small for extremely rare cards. The 4,063-pack sample saw only one RGB Rare. With only one observation, a wide range of underlying odds could have produced that result, so presenting a precise RGB pull rate would create false certainty.
A separate release-week aggregation from Evol Vault also places the common rarity tiers in similar broad ranges, while showing a very wide range for RGB Rare. That agreement is useful as a cross-check, but it still does not turn community observations into official odds.
Is a Pikachu rare guaranteed in every 30th Celebration pack?
Yes. This part is official rather than estimated: Pokémon states that each 30th Celebration booster pack contains five foil cards including one of 30 unique Pikachu illustrations, plus a foil Basic Energy card. A particular Pikachu artwork is not guaranteed and duplicates are possible.
Does an ETB guarantee a Special Illustration Rare?
No. The 30th Celebration Elite Trainer Box contains nine booster packs, but Treasure Vault is not aware of any official guarantee that an ETB contains a Special Illustration Rare, Classic Collection card, Futuristic Rare or other specific rarity beyond the contents Pokémon explicitly guarantees for individual packs or products.
Do Booster Bundles, ETBs or UPCs have better pull rates?
There is no verified evidence that one sealed format has inherently better per-pack rarity odds than another. The practical difference is how many packs each product contains and what extra promos or accessories come with it.
The Booster Bundle contains six standard packs, the Elite Trainer Box contains nine, and the Ultra-Premium Collection contains 29 standard 30th Celebration packs plus one dedicated Classic Collection booster pack. More standard packs give you more independent openings, but they do not create a guarantee for a particular rarity.
How should collectors use early pull-rate data?
Use it to understand broad rarity tiers, not to predict a specific box. A result described as roughly 1 in 18 packs does not mean every 18-pack run contains exactly one hit. Random variation can produce long dry stretches or multiple hits close together.
